Kirk Tovey, the Florida businessman behind a planned data center on a 682-acre tract in Kingsland GA, withdrew his rezoning application (industrial-park rezone + partial annexation by Kingsland) hours before the city's planning and zoning board was set to take up the proposal. The withdrawal came days after Captain William Dull, commander at Naval Submarine Base Kings Bay, sent a formal letter to Kingsland Mayor Grace Roberts requesting that the city postpone action on the data center, citing concerns about water consumption impacting local aquifers, inadequate electrical infrastructure, and threats to local ecosystems. The Camden County Board of Commissioners is scheduled to vote today (May 5) on whether to adopt a nine-month data-center moratorium. Kingsland City Manager Lee Spell is recommending the city council adopt its own data-center moratorium at the May 11 meeting. The Current GA reports it is unclear whether either moratorium effort will move forward now that the only active rezoning proposal has been pulled.

Why it matters
Two new ingestion candidates for the wiki: (1) the Naval Submarine Base Kings Bay commander letter is the first observable case of an installation commander formally intervening in a hyperscale data-center entitlement decision — distinct from the Pentagon's general data-center-near-base policy guidance. The Kings Bay basis (aquifer / electrical / ecosystem) is overlapping but distinct from typical NIMBY arguments and is loadbearing because installation-commander objections route directly to Office of the Secretary of Defense and to the relevant congressional delegation, which has a much harder political ceiling than local opposition. Open question for a new entity page or a section on existing federal-permitting-council-fast-41.md: how many of the 380+ existing US military installations are within 50 miles of an active hyperscale data-center entitlement, and what's the precedent for installation-commander-veto-by-letter? This is a federal-overlay risk vector the de-rate calculator doesn't currently model. (2) The Tovey withdrawal collapses the moratorium-vote political economy — Camden County and Kingsland may proceed with the 9-month / parallel moratoria anyway, but with no live application the political case for the moratorium weakens (no acute threat to defend against), which means today's Camden vote is now actually a leading indicator: if it passes despite no active proposal, the local-moratorium pattern has fully decoupled from any specific developer threat and has become a baseline-prophylactic posture, which is a much more durable de-rate input than the application-specific moratoria covered through April. If it fails, the moratorium-as-defense-mechanism interpretation holds. Either outcome is informative for the byog-byong-state-patchwork.md GA section.
