The Planning and Zoning Commission held a public hearing where residents 'overwhelmingly opposed' a data center for two hours of comment, citing concerns about strain on local water and electric supply. The commission then voted unanimously to recommend an 18-month moratorium that would block conditional and special-use permits while the county writes rules. This is a recommendation, not yet a final ban — the Gage County Board of Supervisors still has to approve it for the moratorium to take effect. But the unanimous P&Z vote after two hours of one-sided public comment is a near-deterministic signal of how the supervisors will lean. The scale claim is what made the room: Google is reportedly considering a Gage County site that would use more than three times the electricity of the city of Lincoln (population ~290,000). At that scale a single data center essentially doubles the county's load profile.

That duration is long enough to kill a project's financing timeline outright — a corpus that ranks moratoriums needs to encode duration as a continuous variable, not a yes/no flag. (2) The pattern of a project's headline load being framed as a multiple of the host city's total load ('3x Lincoln,' the Tom Marge / Counterflow framing of 'two Manhattans plugged in next month' from yesterday's structural picture) is becoming the dominant resident-side argument. That makes load-as-multiple-of-host-city-load a number worth pre-computing per prospective site, because if a developer doesn't run the comparison, the local opposition will.
