Plain-English version of the geographic pattern. The moratorium streak has been geographically dispersed — Iowa, Tennessee, California, Georgia, Nebraska, Utah, North Carolina, Indiana, Oklahoma, Nevada (the counter-signal), Wisconsin. Most states have had at most one or two jurisdictions move at the same time, and the states have been on opposite ends of the country. Wisconsin is the exception. Three jurisdictions in 14 days: • Dane County (Madison area) — June 4, 2026. 18-month moratorium passed unanimously by the County Board of Supervisors. Applies only to towns under county zoning (cities, villages, and towns with their own zoning are exempt). Defined hyperscale as ≥5,000 servers AND ≥10,000 sq ft. Bundled with a study mandate covering environmental, economic, health, and safety implications. • Superior — late May 2026. Municipal-level moratorium (not county). Triggered in part by Microsoft's previously-announced Mt. Pleasant adjacent campus considerations and the broader concern about water and electrical load on Lake Superior's basin. • La Crosse County — June 18, 2026 (covered in yesterday's note). 18-month moratorium, 26-2 vote, study committee bundled. The structural pattern. All three Wisconsin moratoriums: • Sit in MISO territory (the Midcontinent Independent System Operator covers most of the upper Midwest, and MISO is one of the six RTOs hit with FERC's June 18 show-cause order). • Apply primarily to unincorporated areas under county zoning — meaning the moratorium does not lock out projects sited inside an incorporated city or village. • Use a study committee mechanism — meaning the pause is not a stopgap but a runway to a permanent zoning ordinance. • Use a similar definition of 'hyperscale' as the threshold (Dane's 5,000-server / 10,000-sq-ft definition is the most-cited template). The state-level escalation question. Wisconsin has no state-level data center moratorium currently moving, but the rapid stacking of county-level moves is the pattern that historically precedes state legislative action. New York's June 4 statewide moratorium bill came after a similar burst of county-level action. The Wisconsin legislature reconvenes in January, but interim study committees can begin work earlier.

Why it matters
Two corpus implications. (1) The Wisconsin cluster is the first piece of evidence that the moratorium wave is starting to spread through model-ordinance copying rather than independent local activism. That changes the predictive question. If a Dane County 5,000-server / 10,000-sq-ft definition is being copied across jurisdictions, then a developer trying to forecast 'will my jurisdiction adopt a moratorium' can look at neighboring counties' ordinance language rather than just at local political dynamics. The corpus should be running an ordinance-similarity diff across moratoriums (rather than treating each as a unique artifact) to flag the model-ordinance lineage. (2) The MISO concentration matters because MISO is also one of the six RTOs hit with FERC's June 18 show-cause order. So Wisconsin's MISO-area counties are simultaneously locking in 18-month local pauses while their RTO is being directed by FERC to rewrite its large-load tariff inside 60 days. The two clocks are out of phase — the FERC tariff outcome will land in late summer 2026, but the Wisconsin local moratoriums run into late 2027. A project sited in Dane County WI that gets the federal tariff regime fixed in August 2026 still cannot get a local zoning permit until December 2027 — which is the kind of stacked-regulatory-friction outcome the corpus should be flagging early to hyperscalers doing site selection in MISO territory.
