Why it matters
Useful negative result for the state-level patchwork map in byog-byong-state-patchwork.md. Even a Democratic governor with a sympathetic legislature couldn't pass a categorical moratorium because of one in-progress project. The implication: blanket state moratoria are politically harder than they look; the actual constraint is local zoning + existing-pipeline carve-outs. Counties have a much lower bar (next item).
