Mills vetoed the bill Apr 24 (would have imposed 18-month moratorium on data centers ≥20MW until Nov 2027); override attempt Apr 29 failed despite supporters lining the State House halls. Mills said she would have signed if it carved out the Androscoggin Mill / Town of Jay project. The state-level moratorium tactic is now 0-for-1.

Why it matters
Useful negative result for the state-level patchwork map in byog-byong-state-patchwork.md. Even a Democratic governor with a sympathetic legislature couldn't pass a categorical moratorium because of one in-progress project. The implication: blanket state moratoria are politically harder than they look; the actual constraint is local zoning + existing-pipeline carve-outs. Counties have a much lower bar (next item).

Plain-English background. There are two ways to legislate a data center moratorium. A 'county zoning moratorium' is local — a single county or city pauses applications in its own boundaries for 6-12 months while it writes rules. A 'state-level moratorium' is...

Plain-English framing: a 'statewide moratorium' is a single state legislature voting to freeze data-center development across every jurisdiction inside the state — much bigger blast radius than the city-by-city pauses above. Maine got within one veto of being...
