Homewood AL / preemptive / Birmingham-metro third freeze

Plain-English framing. Homewood is an inner-ring suburb of Birmingham, Alabama (population ~26,000, sits inside the I-65 / I-459 ring). Birmingham itself passed a 6-month moratorium in late May and Leeds (eastern Birmingham metro) approved a one-year freeze. Now Homewood's mayor wants to add a third Birmingham-metro freeze before any developer has even submitted a sketch plan. Mayor Andress's stated reasoning is operationally specific — she explicitly listed 'noise regulations, utility consumption, cooling aspects, and chemicals that go in the water' as the four areas the city's zoning code does not currently address. She also tied the moratorium proposal to Homewood's existing comprehensive plan rewrite, which is already scheduled to complete inside 12 months. So the moratorium becomes a parallel work-stream against an already-funded planning timeline rather than a one-off pause. Alabama is a Dillon's Rule state for municipalities (cities can only act under powers specifically granted by state law), which means each moratorium has to clear the same Title 11 zoning-authority threshold. The fact that three Birmingham-metro cities are clearing it in the same quarter suggests a regional template is emerging — Cliff should expect the rest of the Birmingham metro (Hoover, Vestavia Hills, Mountain Brook) to follow the same playbook within 90 days.
