PUCT June 18 / consent agenda / staff recommends approval / 36-day window starts July 10

Plain-English framing. The Public Utility Commission of Texas (PUCT) is the three-member state regulator that approves ERCOT's market rules. PUCT meetings happen every two weeks. June 18 is the next scheduled meeting, and the agenda was posted today (June 13) with about 38 items spanning generation interconnection, retail electricity provider compliance, ratemaking, and Batch Zero. The consent-agenda placement is the operative detail. Texas PUCT process: every agenda item is initially placed on consent (meaning it passes by unanimous voice vote with no debate); individual commissioners can pull items for separate discussion either before the meeting (by written notice) or at the meeting itself. Batch Zero is currently on consent, which is the signal that staff and the commissioners have already aligned on approval. Two parties — Texas Industrial Energy Consumers and the Sierra Club — have filed letters requesting the item be pulled for separate discussion, focused on PCLR curtailment compensation methodology and EEA3 curtailment frequency assumptions respectively. Neither letter is asking for rejection; both are asking for modifications that staff recommended in their memo (so the substantive fight may actually be on margin). What happens if approved. ERCOT publishes the Batch Zero protocols on PUCT's effective date (target July 10). The first cohort of Batch Zero participants — anyone with a queued large load over 75 MW — has from July 10 to July 24 to formally elect into the combined study. Anyone who doesn't elect stays in the legacy one-at-a-time queue.
