Plymouth County (northwest Iowa, next to Woodbury and Sioux City) enacted a revocable one-year pause on all large-scale data centers AND industrial battery energy storage (BESS) facilities under the county zoning board's authority. The vote was 4-0 with one absent. Revocable means the supervisors can lift or extend the pause at any time during the 12 months while they write zoning rules covering construction, water, power, and noise. The structurally interesting part is the scope: the ordinance covers data centers and BESS in one move. That is the same scope-expansion we saw in Anderson County Tennessee yesterday (which bundled DCs + crypto + BESS in a two-year ban). When two counties in different states do the same scope-bundling within 48 hours, the opposition is generalizing — they are no longer fighting data centers specifically, they are fighting any large industrial energy load. Plymouth joins six other Iowa counties with active data center moratoriums: Johnson, Dubuque, Shelby, Linn, Adair, and Clarke.

Why it matters
Two operational implications. (1) The DC+BESS bundling pattern is now established in two states within 48 hours — that means the regulatory corpus has to be queryable by 'large industrial energy load' as a category, not just 'data center,' and Cliff's own land-and-expand path into BESS and other high-capex industrial categories is being validated from the opposition side as well as the demand side. (2) Iowa now has seven counties with active moratoriums, which is enough density that 'where in Iowa can a new data center actually be permitted in 2026?' becomes a hard parcel-level question — exactly the kind of cross-jurisdiction query a regulatory graph answers and a spreadsheet cannot.
