Plain-English framing. ERCOT is the state-run grid operator for most of Texas (everything except El Paso, the Panhandle, and a chunk of East Texas). Until SB 6 passed in 2025, there was no real process for hooking up a 500 MW data center quickly — every large load went into a one-at-a-time queue and waited years for a transmission study. SB 6 told ERCOT to fix this by Q3 2026. 'Batch Zero' is the first cohort. ERCOT bundles every pending large load (data center or otherwise) above a threshold (currently 75 MW) into a single combined study, then issues firm interconnection capacity allocations to each study participant in proportion to available transmission. The combined study is faster and fairer than one-at-a-time, and it forces ERCOT to disclose how much firm capacity actually exists rather than letting it leak through 'first-come-first-served' games. PCLR is the second new piece. 'Provisional Controllable Load Resource' is a regulatory category for data centers whose contracts allow ERCOT to curtail consumption during grid emergencies — in exchange for that flexibility, the load gets allocated *more* firm capacity than its pure transmission study would support. Practically, it lets a 500 MW data center get interconnection clearance for the full 500 MW today even when the transmission-limited firm allocation is only 300 MW, by committing to curtail to 300 MW during EEA3 events (Energy Emergency Alert Level 3, ERCOT's pre-blackout state). The declaration deadline for opting into Batch Zero / PCLR is July 24, 2026 — six weeks from now. PUCT approval on June 18 is the last gating step before the rules go live.
