Why it matters

MIDA is a brand-new exemption pattern for the corpus and the most strategically important one to encode, because it points at a category of state-level special authorities the corpus is not currently watching. The same archetype exists elsewhere: industrial development authorities, port authorities, military adjacency zones, special economic development districts, even some state-charted technology authorities. The pattern is universal — a sub-state authority is given land-use approval power that bypasses normal county/city zoning. For Cliff that means three things. (1) Site-readiness scoring has to ask 'is any part of this parcel inside a state-level special authority?' as a first-order field, because if yes, county moratoriums are irrelevant. (2) Conversely, a developer can deliberately seek out parcels inside these authorities as a moratorium-proof siting strategy, and the corpus should be able to surface that inventory. (3) Tracking the political durability of each authority (MIDA is currently a target of a Republican primary fight per the Deseret News) is now part of the risk model — an authority that gets restructured by a state legislature can re-expose all of its projects to county-level review. None of this is in any spreadsheet today; it requires reading the actual enabling statute for each authority and tracking amendments, which is exactly the regulatory-text ingestion work Cliff is built around.
